It is said that first it was explained by Lord Brahma Jee to Lord Narada and then been transferred through Stuti & Smriti and later written in Vedas, Purana, and other scriptures.

If we read Valmiki Ramayana then we will get to know that Lord Rama has full knowledge of Vastu as he was guiding Lord Laxmana about direction to make their Kutiya for living. That time Vastu Shashtra was on top and everyone used Vastu for different requirements.
